The strategic issues for tobacco commodity is the establishing of cigarrete as one of industry priorities. 80 % of Indonesia cigarrete industry used local tobacco as its ingrendient. Therefore, research activity are prioritized to local tobacco such as Madura tobacco, Temanggung tobacco, Paiton tobacco, Boyolali tobacco, Yogyakarta tobacco, Muntilan Tobacco, Weleri tobacco, and Kasturi tobacco which is the main ingrendient of cigarrete. Balittas also conductiong tobacco research to Virginia tobacco which was originally cultivated as the main ingrendient of white cigarrete, but in its development it was also suitable as cigarrete main ingrendient.

Furthermore, Baittas also conducting a research for cigar tobacco to be developed in Indonesia such as Besuki cigar tobacco, Vorstenland cigar tobacco, and Deli cigar tobacco. Cigar tobacco is an export commodity known for a long time. Tobacco planted areal reach 220.000 ha approximately annually, about 60 % in East Java, an the rest in North Sumatera, West Java, Central Java, Bali, West Nusa Tenggara. Generally tobacco is cultivated by small-scale farmers, and only partially cultivated by BUMN and private company.

Tobacco has a large contribution to farmers and country. Farming and tobacco industries could support 10 million people which cover 4 million farmers, 600.000 cigarette factory workers, 4.5 million who are involved in trading, and 900.000 in transporting and advertising. Tobacco contributes country income that reaches 42 trillion rupiah (2007) in excise form, and tobacco export foreign exchange as big as 1.9 trillion rupiah. The obstacles faced in tobacco development is the low productivity and the variety of the quality produced, as well as international community pressure on health issues. Therefore, tobacco research activity is aimed at tobacco productivity and quality enhancement, also reducing the compound that affects health for example a lower nicotine compound.
